Customer Rights


Given the increasing population of Internet users, online activities have evolved from simple information gathering to interactive e-commerce, with online banking being one the most popular e-commerce applications. Our bank has always been wary about the transaction and data security, of our customers, which is why we apply the latest technology and expertise to manage "Global eBanking" to ensure the safety of our customers' transactions and data. However, in addition to relying on the Bank's secured environment and its "Online Security Policy," you as an Internet user are also required to take "Online Security Precautions" for added protection while using our online banking services.


Please pay special attention to the following messages on e-banking security and loss compensation:

  • The customer has the obligation to take reasonable means to ensure the security and confidentiality of any device or password used to access electronic banking services. The customer is reminded to comply with the following [Password Security Rules]:
    1. Do not use date of birth, phone number, or any discernible part of your name as password.
    2. Do not use repeating, ascending or descending text or numbers for your password or user ID. Combinations such as 1234, 4321, 2222, ABCD, and DCBA should be avoided.
    3. Do not use the same password to log in to other online services.
    4. Do not write down your password at places that can be easily read or accessed by others.
    5. Do not reveal your ID card number, passport number, account number, card number, password, address or any personal information to any third party, including those who claim to be bank employees or police officers.
    6. Do not access electronic banking services using a public or shared computer (e.g. terminals at Internet cafe and public libraries).
    7. Use completely different passwords for general online surfing (especially on websites where password entry is not masked) and Internet banking so that your passwords are difficult to guess.
    8. Change your password frequently
    9. Wireless network is less secure, when customer connects to public wireless network (Free-WiFi) or unknown wireless network, please do not access online banking services.
    10. Do not leave your computer unattended at anytime while using Internet banking services.
    11. Log out of Internet banking services immediately after you have finished.
    12. Do not log in Global eBanking through hyperlinks embedded in emails.
    13. Not saving username and password on web browsers.
  • Please ensure that the Bank website you access is genuine.  To avoid any potential online fraud and scams,, please login Global eBanking through  https://global.sinopac.com or via the Bank’s official public website https://bank.sinopac.com to access Global eBanking services. To protect your rights and interests, never click on a link in unknown applications, e-cards, e-mails, or hyperlinks that providef by stranger. If you have any questions, please contact our corporate customer service hotline.
  • Keep your authentication key and password in safe custody at all times. If you suspect that your authentication key or password has been misused, you should contact the Bank immediately to have them canceled. If you suspect or believe that the device or password you use to access Internet banking has been lost, revealed or misused, or if a transaction has been conducted without your authorization, you should notify the Bank as soon as you are reasonably able to. You may be required to bear some of the losses if you are unable to comply with the above rules.
  • The Bank recommends customer to store authentication key on mobile storage media, and to remove them after each use of Internet banking service.
  • The Bank and its agents and partners will never send emails to ask for customers' confidential information (such as account number, password or ID card/passport number). If you receive any suspicious email, you should reflect to the Bank immediately and avoid entering your account number and password at websites of unknown origin.
  • You should make sure that your computer has been configured securely, and undertake appropriate measures such as setting up firewalls and updating anti-virus software to protect against intrusion.If you notice any suspicious activity on your account or be hacked please notify the Bank immediately.
  • You should make sure that you are connected to the Bank's official website before commencing use of Internet banking services. You should double-click on the padlock or the key icon shown on your web browser to inquire the digital certificate of the website you are visiting, or access the electronic banking website through your saved bookmark to make sure the authenticity of the website you are visiting. Please contact Global eBanking customer service if you have any doubts.
  • Customers will not be liable for losses from unauthorized transactions that are not the result of their fraudulent or severe negligent conducts (such as inability to maintain proper custody of devices or passwords used to access Internet banking). However, the customer would be liable to bear all losses if they have incurred due to the customer's fraudulent or severe negligent conduct (such as knowing allowed others to use the device or password). The Bank would like to remind you that this clause may also apply if you suffer losses due to your inability to comply with Note 1 of the [Password Security Rules].
  • If you suspect or believe that the device or password you use to access Internet banking has been lost, revealed or misused, or if a transaction has been conducted without your authorization, you should notify the Bank as soon as you are reasonably able to. You may be required to bear some of the losses if you are unable to comply with the above rules.

  • The customer understands that failure to take any one of the above precautions may possibly lead to security loopholes and result in losses.
  • When customers apply「e-bill」or「Exchange Memo」, the notification of email address we sent as below:

"Global eBanking" would like to remind you of the common scams below
  • There are currently two general types of scams being used to obtain customers' Internet banking account and password:
    1. Sending fraudulent emails using the Bank's name (particularly during marketing campaigns) and redirecting customers to a fake website where they are instructed to input their particulars in exchange for concessions.
    2. Sending fraudulent emails using the Bank's name, and asking to verify customer's account information and password for security reasons. Customers may easily fall victim to such a scam if they let their guards down even for just a moment.
  • Receiving calls from persons who claim to be National Security or police officers.
  • Receiving calls from the tax authority about tax refunds.
  • Receiving calls from telecom carriers or the National Health Insurance Administration about payment refunds.
  • Receiving calls from persons who claim to be court clerks, judges, police officers or bank employees and asking for customer's account information.
  • Being requested to transfer funds into a specified account to assist prosecutors with their investigations.
  • Calls that claim to be or instruct customers to dial to FSC's anti-fraud hotline.
  • Calls that inform customers of unpaid credit card bills, credit card misuses, or unpaid phone bills.
  • Calls that warn of insiders who are selling customers' information and flaws within the bank's account management.
  • Calls that claim to have originated from employees or automated voice system of XX bank.
  • Being informed to participate in testing the interbank fund transfer function.
  • Calls that instruct customers to reveal Internet banking passwords or to change them to the passwords provided.
  • Being requested to add preset payee accounts at a designated bank.
  • Being requested to verify personal information by an unknown caller.
  • "Internet banking" can only transfer funds out of your account, and can not be used to transfer funds into your account. Do not use "Internet banking" under someone else's instructions.
We would like to remind you that:
  • You should keep your account number and password confidential. You should inquire or notify the Bank upon receiving any suspicious email, and avoid keying in account number or password at a website of unknown origin.
  • Do not give your ID card number, account number, card number, password or any personal information to strangers.
  • Never operate an ATM under anyone's instruction, as this may lead to losses of your property.
  • ATM can only be used to transfer funds out of your account, and can not be used to transfer funds into your account.
  • Do not be blinded by greed: There is no such thing as a free lunch.
